Biden's new policy is largely a rewrite of the Obama administration's rule to safeguard U.S. critical infrastructure called the Presidential Policy Directive, or PPD-21, which was published in 2013. The effort to redraft that Obama-era infrastructure policy began over a year ago, in part to modernize it and keep up with hackers who have benefited from over a decade of technological advancement. The Biden administration has warned China not to help Russia in its invasion of Ukraine, or else the U.S. would be ready to act with sanctions. "We're aware now of the serious Chinese threat to our critical infrastructure, specifically prepositioning to disrupt or destroy critical infrastructure in the event of a major crisis," a senior administration official said. "The presidential policy directive that was created in 2013 didn't mention anything about CISA's role because we weren't created yet," a senior administration official said.

Washington CNN —The US government has asked leading artificial intelligence companies for advice on how to use the technology they are creating to defend airlines, utilities and other critical infrastructure, particularly from AI-powered attacks. The Department of Homeland Security said Friday that the panel it’s creating will include CEOs from some of the world’s largest companies and industries. The list includes Google chief executive Sundar Pichai, Microsoft chief executive Satya Nadella and OpenAI chief executive Sam Altman, but also the head of defense contractors such as Northrop Grumman and air carrier Delta Air Lines. It also includes federal, state and local government officials, as well as leading academics in AI such as Fei-Fei Li, co-director of Stanford University’s Human-centered Artificial Intelligence Institute. The US government already uses machine learning or artificial intelligence for more than 200 distinct purposes, such as monitoring volcano activity, tracking wildfires and identifying wildlife from satellite imagery.

Domestic fliers have one year left to get REAL ID-compliant documentation before the Department of Homeland Security's new policies go into effect. The REAL ID Act was introduced in 2005 in an effort to tighten the nation's air travel security in the wake of the September 11 attacks. The deadline for REAL ID compliance has been repeatedly delayed since its original 2008 deadline. Once the REAL ID requirement goes into effect, travelers will no longer be able to board domestic flights with an ordinary license. Travelers who go to the airport after May 7, 2025 without a REAL ID-compliant license will not be able to get past security, the DHS website says.

On Saturday, Russian-speaking hackers posted a video to social media claiming credit for a cyberattack on a TMU wastewater treatment plant. ☆ Boeing Whistle-Blower Details His Concerns to Congressional Panel

A Boeing engineer who went public last week with safety concerns about the company’s 787 Dreamliner told a Senate panel on Wednesday that he was concerned that shortcuts the company was taking would eventually lead to a crash if they continued unchecked. The engineer, Sam Salehpour, testified that in an attempt to address bottlenecks, Boeing introduced production shortcuts with the potential to lead to planes breaking apart during flights. Mr. Salehpour said that the company was knowingly putting out defective planes and that he was punished by his superiors for raising his concerns. “Details that are the size of a human hair can be a matter of life and death,” Mr. Salehpour said. Mr. Salehpour, who has been at Boeing for over a decade, said the problems resulted from changes in how sections of the Dreamliner were fastened together during the manufacturing process.

☆ Senate Dismisses Impeachment Charges Against Mayorkas Without a Trial

The Senate on Wednesday dismissed the impeachment case against Alejandro N. Mayorkas, the homeland security secretary, voting along party lines before his trial got underway to sweep aside two charges accusing him of failing to enforce immigration laws and breaching the public trust. By a vote of 51 to 48, with one senator voting “present,” the Senate ruled that the first charge was unconstitutional because it failed to meet the constitutional bar of a high crime or misdemeanor. Republicans united in opposition except for Senator Lisa Murkowski of Alaska, the lone “present” vote, while Democrats were unanimous in favor. Ms. Murkowski joined her party in voting against dismissal of the second count on the same grounds; it fell along party lines on a 51-to-49 vote. Senator Chuck Schumer, Democrat of New York and the majority leader, moved to dismiss each charge, arguing that a cabinet member cannot be impeached and removed merely for carrying out the policies of the administration he serves.

Washington DC CNN —Boeing’s already battered reputation took another hit at two Senate committee hearings Wednesday on Capitol Hill, with witnesses questioning how the company builds airplanes and the safety of those planes. Boeing did not have any witnesses at either hearing Wednesday, but at a briefing earlier this week it defended the standards used to build planes. Boeing recently said it has searched for records but believes its employees did not document the work. Bill Clark/CQ Roll Call/SipaHe said that since the hearing was announced, his committee has heard from other whistleblowers inside of Boeing. “What I don’t want this committee to do is to scare the you-know-what out of the American public,” he said.

But Republicans have pushed ahead with the articles, which accuse the secretary of willfully refusing to enforce border laws and breaching the public trust. “We’ve seen exploding numbers of terrorists being encountered at the border,” he added. “We’ve seen gang members and people with criminal backgrounds be released into our country.
